人民网10月13日电央视《焦点访谈》昨日报道一系列骗局:不少中国游客被“一夜暴富”或“暴利”的诱惑所吸引，前往韩国济州岛赌场碰运气；更何况一次购买一定数量的“筹码”就可以换来所谓的“三线女明星或模特”！
据中国驻济州领事馆介绍，近年来，韩国因赌债而赔钱或被“拘留”的“求助”越来越多，令人感到无奈。但我国法律明确规定，组织十人以上出国赌博是犯罪。经过警方仔细调查，韩国一些赌场为了争夺游客，不惜违反中国法律，直接派人到中国织网组织，吸引中国公民到韩国赌博。2013年，公安部逮捕了4名前往中国招揽游客的韩国赌场经理，摧毁了韩国济州一家赌场的犯罪网络，直接促使赌场关闭。
但是，面对巨大的利益诱惑，这些赌场还是停不下来，甚至设定了购买一批“筹码”以换取“三线女明星或模特”的条件:一家赌场的协议表明换筹码10万，专业按摩服务一次；换筹码20万，韩国三线明星超模服务一次；换筹码50万，韩国三线明星超模陪同三天两夜24小时......
很多去了韩国的中国“赌徒”失去了所有的生意、财产，甚至借钱，深陷困境。相比之下，韩国银行的公开数据显示，2014年，济州岛8家赌场的外汇兑换收入超过10亿美元。这么巨大的利润，赌场分了“九牛一毛”去发展介绍赌客的“中间人”——一个韩国赌场协议说只要介绍赌客，中间人就有总筹码1.6%的奖励；当赌徒损失超过100万元时，中间人可以获得20万元加300万韩元的佣金。
人可以以旅游的名义出国赌博，那么几千的赌资怎么可能从中国转移？警方最终发现，北京海峡旅行社是一家韩国赌场转移赌资的关键环节。海峡旅行社从中国赌客那里收到巨额赌资，并通过网上银行交易将赌资发送到一个过渡账户。过渡账户将资金分散转移到国内地下银行，然后通过黑市交易将赌资转移到韩国的一家地下银行，最后地下银行将赌资转移到韩国赌场。这个非法转移赌资的链条形成了一个利益共同体。
2015年6月17日，公安部再次指示北京、河北、上海、江苏四省市进行统一行动，抓获韩国赌场经理13人，中国特工34人，骨干团伙。五家韩国赌场在中国引诱和组织中国公民出国赌博的犯罪网络被摧毁。在这次统一行动中，冻结了近3000万元的赌博相关资金。切断五家韩国赌场在华人员链和资金链后，韩国赌场全部撤回在华代表。
两个月后，有游客去现场拍照，发现韩国一家赌场的VIp客户区，以前熙熙攘攘，现在几乎成了空城市。
